In 2023–2024, the Kyiv City Administration implemented a large-scale initiative to improve access to mental health and psychosocial support (MHPSS) services by introducing the WHO’s Problem Management Plus (PM+) intervention. In response to the growing burden of depression and anxiety—particularly among internally displaced persons (IDPs) and other vulnerable groups—the project adopted a task-shifting model to train non-specialist service providers to deliver low-intensity, evidence-based psychological support.
The project was delivered in three stages: training of trainers (ToT), training of helpers (ToH), and the delivery of the PM+ intervention to the target population. With technical support from VU Amsterdam and financial backing from the Municipality of Amsterdam, 16 trainers were initially prepared. These trainers then conducted 21 ToH sessions, resulting in the training of 269 active helpers who went on to provide support to over 2,150 individuals in need.
The implementation plan included structured supervision and monitoring, along with coordination between municipal services, local NGOs, and community organisations. The initiative also contributed to strengthening referral pathways and integrating scalable mental health interventions into Kyiv’s broader health and social service systems. As a result, the project helped reduce the mental health treatment gap and laid the groundwork for the continued expansion of community-based MHPSS services in Ukraine.
On the request of the Kyiv City Administration and Amsterdam Municipality, the needs assessment with the representatives of the Kyiv city administration and drafting of the plan for implementation of Problem Management Plus in Kyiv was performed.
